Removed Malaria from Sahara states and gave the Sahara trait huge migration attraction and colony growth penalties (those are permanent).

I made changes to malara to try and make colonization and migration a bit more historical (I really don't like the migration waves to Africa that make the Congo 80% English):

-Added both the Malaria and Severe Malaria modifiers to states that have prevalent Malaria
-The Malaria modifier is permanent and greatly reduces migration attraction while also increasing mortality a bit for everyone
-The Severe Malaria modifier greatly reduces colonial growth and mortality for foreigners, it can be disabled by researching Malaria Prevention
-Quinine is needed to start colonizing any state with malaria, but growth will be almost nonexistent until Malaria Prevention.
