Fixed bad event scoping in planetary destruction

Overhaul of habitat terraforms, habitat capitals will now always change to the corresponding planetary type. Regular (non-upgraded) habitat capitals and upgraded habitat capitals on planets with less than 25 pops will always be replaced by tier 2 planetary capitals, upgraded capitals on planets with greater than 25 pops will be replaced by a tier 3 planetary capital
