AI by Hecleas is back into SFO III

- Confederations will now be usable mainly for factions in a last_stand situation (this is valid for both the player and the AI) .
- Removed the cheat bonuses from confederations which shortens the progress of the AI ​​campaign (They put this on vanilla to compensate for the fact that the AI ​​doesn't try to expand, so it's an easy cheat to make the fish fat).
