- Some more changes on Shelter.
-- Added cap for Max Shelter slots.
-- Change conditions from "Has owner species habitability penalty?" to "Is there some species with habitability penalty?". So non-terminator machine country can use the districts now.

- Shelter districts are capped now. It prevents overbuilding them.
- Disabled Max Habitability modifier from Noxious trait now. It caused over-100 habitability in some case.

- Added "Thrall barn", thrall colony dirtrict which replaced with Slum. It has more housing but makes slaves unhappy.
- Changed district icon for Dread District, Schools of Elevation and Underground City.

- Shelter features change.
-- Each Shelter Maintenance Worker's score is reduced, from 540 to 360.
-- Max Shelter provides bonus is reduced, from 60 to 30.
-- Shelter provides bonus to Habitability, in addition to Species Minimum Habitability.
-- If The planet has any elements reduce Species Habitability Cap (like owner with Noxious trait), these penalty will be canceled out. Note: final Species Habitability Cap won't higher than 100%.
-- Some combinations (like Cave Dweller and Noxious) give higher Species Minimum Habitability than Species Habitability Cap. In the case, Shelter will be locked. It sounds like an issue, at least for me.
-- Shelters can be built with pdscrapyard district_set now.
- "Plundering Warlord" trait now raid ED districts now.

- major refactoring.
-- "has_district_XXX" scripted triggers were renamed as "can_have_district_XXX".
-- Long-unused districts and jobs were comment-outed.
- Less-than-0 housing non-thrall planet can't have slum district no longer.
- Arcologies can't have Combined Districts no longer.

- A few changes on Archeology Districts.
-- "Ancient Structures" deposit is disabled, and now Archeology Districts slots will be given based on "Minor Artifacts Deposit" (Vanilla deposits).
-- Relic Planets have 1 Archeology Districts slot also.
-- Cost and Upkeep were chanded to same as other Advanced Resource Districts.
-- Jobs were changed to Archaeoengineers.
- Fixed Machine Memorialists can't have Unity Combined Districts.
