Major Update!
- Changed from cooldown to build timer. Players can use increase the speed of the cooldown by using more energy.
- Added subgrid support through the console block.
- Added admin world settings. Configuable settings include: block build time, component cost, min blocks, max blocks, and subgrids on/off.
- Programmable block API improved. Actions: BuildGrid, CancelBuildGrid. Properties: Dictionary<MyItemType, int>-RequiredComponents, int-GridTimerProjection, int-GridTimerCurrent, int-BuildState, and float-BuildSpeed.

If the spawn area is occupied, it will now attempt to spawn the projection somewhere else nearby.
