  • Changed pop requirement to unlock slots from 25 to 20.
  • Changed initial Foreign Operations slots unlocked upon opening a Foreign Office from 0 to 1.
  • Changed Trade Value factor on Energy production from Foreign Offices from 0.5 to 0.25.
  • Over-rode crime events so AIs cannot shut-down player foreign offices.
  • Over-rode Crime Deal decision to cost wealth and to be used by the AI.
