CHANGELOG:
-The Brazilian capital has been changed to Rio de Janeiro from Brasilia (which did not exist at the time; thanks walkerloop!)
-Mexico City's position has been moved 1 tile to the west to match its status as an inland city in real life (thanks DrKultra!)
-The worldwide transportation network has been redesigned with proper ownership flags set for every single road/railroad tile - this should alleviate the debt of some countries, who for some reason were saddled with the debt of roads in other countries when "no route owner" was selected.
-America's debt is now more managable thanks to the inclusion of more +GPT improvements and buildings. Due to game mechanics changes imposed by BNW, international trading will still be required to maintain a net positive income.
-The American cities of St. Louis and Chicago railroad connections are now fixed.
-The American cities of Washington, D.C. and Savannah railroad connections are now fixed.
-The German cities of Berlin and Danzig railroad connections are now fixed.
-Ethiopia now has a proper road system.
-Most all countries now have ideologies that properly match their system of government in the early 20th century. Roughly, Order = Communism, Freedom = Democracy, Autocracy = Fascism/Dictatorship. There are a few countries exempt to this for various reasons; they have been given enough extra culture to choose any ideology and upgrade it to be on par with other civilizations. List of countries and their ideologies:
-America = Freedom (self-explanatory)
-Mexico (Maya) = Autocracy (dictatorship under Porfirio Diaz)
-The Dutch Empire = Freedom. Constitutional Monarchy; see Constitution of the Netherlands (1848)
-United Kingdom = Freedom. Constitutional Monarchy.
-Ethiopia = Autocracy. Essentially a dictatorship, the monarchist system was not abolished until 1974.
-France = Freedom.
-India = Freedom. Technically an English colony at the time (see FAQ); England is a constitutional monarchy.
-Canada = Freedom. Technically an English colony at the time (India FAQ answer applies to this as well); England is a constituional monarchy.
-Japan = Autocracy. See Meiji Constitution.
-Brazil = Freedom.
-Ottoman Empire = Autocracy. Time period is set in the early first decade of the 1900s, but before the 1908 Young Turk Revolution.
-Persia/Iran = Autocracy. Although the parliament was active for 2 years (1906-1908), the majority of the time it was ruled by a monarchy.
-Italy = Freedom. Fascism in Italy did not rise until the early 1920s: in addition, this ideology fits well with the ideologies of its allies in the Triple Entente.
-Sweden = Freedom.
Countries exempt from this rule include:
-The Austro-Hungarian Empire. Ruled by a monarch; recommended that you pick Order to coincide with your starting allies (Central powers - Ottomans, Germans)
-China. The Qing Dynasty, as the name suggests, was a monarchy. If you're interested in maintaining good relations with your neighbors, freedom or autocracy is a good bet.
-Germany. Technically a monarchy at the time. You can basically get away with any ideology here, but be aware of the affect it will have on your neighbors.
-Russia. Holy shit the entire first decade of the 1900s in here is such a clusterfuck. You've got Nicholas II who wants to keep the autocracy (Autocracy) his father had going, the Mensheviks and the Bolsheviks (Order) stirring shit up, a revolution where everybody is stirring shit up, and finally parliament (Freedom) getting added to the mix to complicate things even more. I'd do Order, but World War 1 needs to happen for the Russian revolution to begin. Just do whatever the fuck you want, man. I'm not dealing with this clusterfuck.
-Spain. Ruled by a monarch. Recommended you go Freedom for diplomatic bonuses with neighboring civilizations, or autocracy if you want an ally in the probable upcoming world war.
-Portugal. Monarchy, but kind of a terrible (in the incompetent sense, not the moral sense) monarchy. Recommended you go Freedom.
-Korea. Monarchy; choose whatever you want. Honestly, if you're playing as Korea, you kind of deserve to get to do whatever you want.
-Chile (Inca). Technically freedom (parliament) but also technically dictatorship (quasi-parliamentry system).
-Civilization staring gold rebalanced, now makes more sense (e.g. Chile is not going to start with almost as much gold as England or America will)
-Austria and the Ottoman Empire now have an Open Borders pact (see Central Powers alliance)
-Germany and the Ottoman Empire now have an Open Borders pact (see Central Powers alliance)
-Italy now has open borders with the Austro-Hungarian Empire (see Triple Entente alliance)
-Italy now has open borders with Germany (see Central Powers alliance)
-Italy no longer has a Defensive Pact with the Ottoman Empire, though they still possess pacts with Germany and Austria-Hungary (though it is your choice if you choose to honor aforementioned pacts)
-Chilean ships now have proper historically accurate names.
-Chilean units have now realized the benefits of properly fortifying their positions at the start of the game.
-Chilean trade ships now start unfortified.
-Chilean cities now start with caravansary buildings, owing to the importance trade will have on the Chilean economy throughout the game (thanks for the new shit tile gpt mechanics, BNW!)
-Oil added near the Imperial Russian city of Odessa to "promote" Austro-Hungarian "expansion"
-More Sipahi cavalry has been added to the Ottoman military, because cavalry is awesome!
-More cavalry has been added to the French military, because cavalry on machine gun charges are hilarious! And also bloody. But mostly hilarious! Hooray!
-More cavalry has been added to the Russian military, because there ain't no slaughter like a cavalry slaughter.
-More cavalry has been ad - oh, wait. Most every other country that matters has realized at this point in history that cavalry is a terrible fucking idea. Oh well.

-The Chinese military is now much stronger than previously before, making it less of a pushover in the early game.

-The coastal territorial borders surrounding the British Isles are no longer as oddly shaped as previously.

-The English Empire now has open borders with its colonies:
-England now has an Open Borders Pact with India
-England now has an Open Borders Pact with Australia
-England now has an Open Borders Pact with Canada

-The Chilean starting debt has been reduced and tools to completely eliminate it have been given to the player. Assuming the player makes the right decisions, it should be completely eliminated by the next turn. Consider this as a band-aid fix while I try to find out what exactly is causing a debt of this magnitude for a country this small.

-South America as a whole has had its transportation infrastructure between nations greatly improved - this will serve as a playtest zone that will eventually decide if the same treatment will be extended to the rest of the world. Countries affected include:
-Chile now has roads connecting to Peru and Argentina.
-Argentina now has roads connecting it to Brazil.
-Peru now has roads connecting it to Brazil.
-Peru now has roads connecting it to Colombia.
-Colombia now has roads connecting it to Panama.
-Paramibio now has roads connecting it to Brazil.
-Georgetown now has roads connecting it to Colombia.

-Iceland now starts with tile improvements, as well as a defensive military.

-Chile now has a military presence on Easter Island.

-The French now have a small defensive military presence in French Polynesia, however it will not stand up to concentrated attack.

-The Germans now no longer have time-inappropriate tanks in the continental German Empire.

-The road connecting Berlin and Danzig has been replaced by a railroad, because industralization.

-The road connecting Stockholm and Sundsvall has been replaced by a railroad.

-A new Swedish city, Gothenburg, has been created.

-Railroads leading from Oslo and Stockholm towards Gothenburg have been created.

-The Swedish military has received a major overhaul and is now relatively more powerful.

-Russian military presence near the North Sea has been increased to deter Swedish aggression.

-The population of Riyadh has been increased to reflect its historical growth.

-The infrastructure of Riyadh is now on a 20th century level rather than a 13th century one.

-The Ottoman Empire now has a more powerful military, despite its status as the "sick man of Europe" in the early 20th century.

-Australia is now no longer completely devoid of improvements.

-Workboats have been added to English colonies. Gotta get dat colonial exploitation, yo.

-Portugese colonial borders are now much more aesthetically pleasing.

-Congolese borders have been expanded.

-Imperial Russian military presence has been greatly increased in Eastern Europe to show that they actually care about the region and to deter a German invasion. Which will probably happen anyway, honestly. But you'll get deterred!

-An Athens-Aleppo railroad network has been created in the Ottoman Empire. They're poor, but not that poor.

-To reflect its status as having one of the top 10 fleets in the world by tonnage, the Chinese navy has received an overhaul. The naval battles of the Sino-Japanese war should now be much more interesting.

-The Japanese have received a unique battleship, the "IJN Yamato". Although its more famous successor was not built until the late 1930s, the first Yamato was one of the first modern battleships in Asia. Protip: If you're playing as China or Korea, it's best to destroy the Yamato as soon as humanly possible lest your navy adhere to the real life Sino-Japanese war and get destroyed.

-The city of Mek'ele has been created in northeastern
Ethiopia.

too harsh, I think, so we'll try this instead.
