fixed logic issue with force level variance, split config to not overwrite peoples rules unless there are changes to said rules in future updates

Added bIgnoreMaxCharactersInGroup, changed some of the default config values to better suit the average user

Added the covert ambush mission, chosen stronghold boss fights and the DLC missions to the default mission exclusions.
Added a new field for spawn rules, iNumToAdd, for reducing the need for duplicate rules.
