Buildings changes, District Changes, Spending changes.

Made sure ai doesn't try to build districts to solve unemployment if this unemployment is a specialist unemployment. Changed weights of some buildings to react to specialist unemployment a bit better.

Fixed one of the sources of the build theater -- destroy theater loop (some may remain, it's not the first time that loop occurs).

Made AI increase their energy allowance a bit when they have too many alloys in the stockpile (AI wasn't upgrading starbases due to low energy allowance sometimes. This can't fix it completely, but should help).

Fixed AI using regenerative nanite armour when they don't have nanites.
