-Some localization stuff.
-If you have the catchup modifier (Desperation from Irrelevance), you will also have the Plan Counterespionage edict have a 5-year cooldown (normally 10 years) after its results. This does not apply when you already have the cooldown.
-Bug fixed where using a science ship requires a level 5 or higher scientist instead of a level 4 or higher scientist.
-Oversight when someone having a System Capital building gives 2 spies dealt with. It now only gives 1 spy.
-Created a "How to use this mod" option in the espionage menu. There is a bug where if you scroll down the dialogue on the left and then click an option without a scroll bar, you don't see the whole message. Not sure if that's my fault or not though.

-AI spying fixed so that they don't start spying on people when the Galactic Market is not founded yet.
-Localization for Diplomatic Envoy fixed to not have the copy-pasted Drone Production Disruption description.
-Added a pop-up that pops up whenever the mod features are available to use (if it wasn't already available) and tells you when the features of this mod is available to you. This is to make it a little more user-friendly.
-Spy calculations are now also done when an empire upgrades a building for that empire and every other playable empire they have communications with.
-Espionage View Window now also tells you how to use the mod.

-Overhauled AI weightings for spying! Not the best way of doing it IMHO, but let's hope they do okay enough.
-More localization errors fixed. I missed them because of the organization from a few patches ago.
-Drone Production Disruption espionage mission now actually implemented. Dopey me forgot to add it as an option in the event window.
-Opinion modifier base opinion for improving/sabotaging relations decreased from 40 to 30.
-Max research reward from the Unknown Hacker espionage mission is now 2500 for each research type.
-Fixed a potential old bug on rebels' initial intrigue on their neighbors being incorrectly done.
-Dealt with an error about no valid locations for some sabotage missions.
-Optimized some remnant code that I'm still apparently using.

Quickfix: Some errors fixed. But why is one of them talking about economy not being part of relative power but naval capacity is?! Okay then Paradox.

If the catchup mechanic does not work, then blame Paradox because economy is apparently not considered when trying to compare relative power.

-Localization fixes
-Having closed borders toward someone decreases their max intrigue on you to 4 but also decreases your max intrigue on them to 4.
-My "Less Irrelevance" Mod is kinda back but in this mod now. Assuming you can use the espionage system: every 5 years, if you are either <= inferior economy and tech to any playable neighbor empire or pathetic overall to any playable empire, get +25% growth/assembly speed, +10 stability, and +1 monthly influence for 8 years. You will also get 20 months worth of every non-strategic resource for succeeding a non-sabotage espionage mission while having this modifier.

I want to try posting updates in the comments from now on, unless it's an inconsequential quick fix. I'll try not to forget.

-The amount of spies you have is now based on whether anyone you have communications with has the upgraded capital buildings in their capital.
-You will no longer be able to use the espionage system if you are able to use a vanilla Total War CB (FP, DS, DE, DA, or have a Colossus).
-Some changes to how the AI does spying for some missions.
-Potential bug fixed where you would start a random valid espionage mission without actually doing anything.
-[/strike]The Scientist level requirement for espionage missions using a science ship is reduced to 4[/strike] [1/14/19] Some checks were not accounted for and will be fixed in a later patch.
-Pictures for some espionage missions have changed.
-New Espionage Missions and changes to some missions:

  • Contamination sabotage mission now requires using a science ship with a level 4 scientist.
  • Successful Scandal missions will also decrease the target's governing ethics attraction by 20% for 10 years starting at 2 intrigue.
  • The Tides of Trade mission spices things up with changing trade policies!. Requires 3 intrigue and the target cannot be a gestalt consciousness.
  • Drone Production Disruption mission allows bigger, more focused production losses. Requires 3 intrigue and the target must be a gestalt consciousness. Dopey me. It's implemented but not available. Will be fixed. (FIXED)
  • Diplomatic Envoy mission allows improving or sabotaging relations between 2 empires. Yes, this includes the spying empire as an option. Requires 2 intrigue and the target must have a neighbor.

    -I would have also done an espionage mission where you can change an empire's economic policy but apparently the policy options for it doesn't have policy flags. Why? IDK, ask Paradox.
    -Yes, I know the localization of the new events seem rushed. It'll do for now.

Quickfix: Removed remnant code where you (code only affected the AI) could get espionage events even when you don't have anyone spying on them.
