-If you deny a leader from becoming a spymaster, then they cannot become a spymaster for a 90-day cooldown in order to prevent pop-up spam.

-Fixed issue where valid ships are doing something else but they trigger the plan espionage event. However, you now must send a valid ship/leader combination to your capital to become an operations spymaster for a mission before using them to spy on another empire. Note that the AI does NOT have to use this mechanics and you'll need to do this for every espionage mission.
-Fixed an issue I found on stream where after a leader who started the plan espionage project dies, sending another valid ship/leader combination to finish the plan espionage project will cause the localization of the following event to bug out. Also fixed other localization issues for that same event.

Quickfix: Localization for intrigue levels for the "How to use this mod" window updated correctly to show that you can get relic information at level 3 intrigue.

-Level 3 or higher intrigue allows you to know what relics (vanilla ones only) someone has. If you don't have enough intrigue, it'll show an empty list of relics.
-Modifiers and effect from espionage/sabotage missions adjusted to be less impactful in general.
-Diplomatic Envoy mission now checks for neighbors that the spying empire has communications with.
-Fixed localization weirdness in the empire info event.
-Some other minor localization fixes.
-Fixed random errors I encountered.
