Human Rights Laws

Changes the final tab of laws into Human Rights laws. All countries now have at least one more law to pass to finish that particular tree and conquered states now retain local rights until that final law is passed.

This is mostly just a flavor mod as all of the mechanics are part of the base game. The only change is that you're now able to freely move between laws in this category. (If the interest groups let you.)

Has some basic localization support for non-English languages by using the closest existing lines already in the game.

Achievement Compatible.

This mod overrides:
Made with version 1.9.6 in mind but should work with any 1.9.* version.
