Multiplayer/Singleplayer: SimCity Mode

Play your building game in peace. The AI cannot declare wars against you unless your Infamy is at Pariah.

Revolts, Secessions, Uprisings, and Unification Plays work like normal.

Computer players will still declare wars against each other and will still join the opposing side in wars you declare.

Players are prevented from declaring war on each other directly unless their target's Infamy is at Pariah.

Players can freely join the opposing side in wars started by other players.

This allows for more diplomatic play in multiplayer as players cannot immediately wipe each other out.

This mod overrides:
Made with version 1.9.6 in mind but should work with any 1.9.* version.
