most of the outfits in vanilla prevents duplicate outfit conditions by adding the condition of not being a subject
if i was to make the desicion potentially i would have to add another flag which would be added to all the outfits but for a condition to prevent these outfits (basically prevent other outfits conditions being met when the decicion is taken)
essentially the way to do it would be to have a decision that only player can take that will trigger a flag and add the flag to the condition of having american uniform
