Meaningful Spy Operations - Overdrive

描述
- whille my other mod "Meaningful Spy Operations" goes for a more balanced approach, the Overdrive Versions is more impactful
- Overdrive has all the changes from the original, but improves spy operations further
- All spy operations cost energy instead of influence and require half as much intel
- The Arm Privateers operation is way more powerful. The Privateers are twice as strong and whereas they stop getting bigger after the target empire owning 200k in vanilla, here they only stop growing in size after the target empire having more than 550k fleetpower.
- The sabotage starbase operation removes up to 6 starbase modules (removes every module of the same type) and has the chance to also destroy up to 10 defense platforms
- steal tech, sabotage starbase and crisis beacon now have their cooldown timers halved
- steal tech grants more tech points if it doesnt find a tech to steal
- the "prepare invasion" spy operation is avaiable without needing the bodysnatcher civic
- from the original mod:
extort favors grants up to 10 favors
smear campaign has a way higher negative opinion modifier and damages federation cohesion more. making it easier to break up other empires defense pacts or federations.

@John Shepherd N7117 if both mods use the same files they overwrite each other. U gonna have to choose which feature u want by changing the mod order. If u switch it the operation will appear again, but some of my changes in exchange wont be in any longer.

Expanded espionage and diplomacy mod. It has an expropriation operation. Such a large mod I've never turned it off so...became part of the "base". Apologies for the confusion.

Are you able to make a patch for it, please?

@John Shepherd N7117 there is no spy operation like that in vanilla. Do you mean the expropriate casus belli (a war declaration)?

@Permy134 there could be several reasons why an AI is unable to leave a federation no matter how much it wants to. If its a hegemony the fed president has all the power and not allow it. Also in wartime no member can leave a federation. And there is also a possible that maybe two members hate each other a lot, but the fed vote to kick a member out is continously declined as the other fed members like the to be kicked member too much. Even if u dont manage to get a fed to break up, at least the smear campaign leaves a lot of cohesion damage to the fed levels.
