Makes the Gunpowder research from Vanilla Weapons Expanded a prequisite for Gunsmithing.

Also reduces the Gunpowder research base cost to 400.

@euterpe W btw do you have a mod for deleting the duplicate stuff such as double sawn offs etc. there are a few guns that CE and VFE guns adds

updated to 1.5
