More African flags and other tweaks

This mod aims to make playing in Africa a bit more appealing by adding custom flags to most African nations.
I've tried to include flags for the most significant playable nations in Africa, including those whose primary culture is unique to them.
To this aim, I've tried to find information on the historical flags or symbols used by these nations, as well as those used by the relevant ethnic groups or modern African nations. Of course, in many cases I've had to take some creative liberties, since there weren't any good historical options.
Aside from the newly added flags, this mod alters the status of Cayor, turning it into an unrecognised nation instead of being a decentralised one, as well a making Boer the only primary culture of South Africa when it is formed by a Boer Republic (English is still a primary culture for Cape Colony at the start of the game).
