I thought I fixed the spawning thing, at least I did onces ^^ Will fix that again when I'm free! In the mean time you can fix it with the mod advanced vehicles options and just let everything spawn. I must have mixed it up again with my own saves.
For the dumbbell intechanges: as mentioned in the map description, you best use TM:PE with the settings which allow vehicles to enter blocked intersections, or apply those settings to the dumbbel intersectinos itself if you don't want to use it for the whole city. But that should solve that issue. I have a good traffic flow at my save, but I'll have a look into it as well.
For the stopping cars: I realised I made the mistake to strech the node too much with the node controller reneval tool. So if you find stopping cars, that could be the issue and can be solved with that mod... It did at the one spot I found so far.... Again, sorry, will look into that.

First, it said a few things (health, police, etc.) wouldn't spawn unless I added custom vehicles.
Second, my traffic got down to below 20% and it wasn't in my city at all, my city was still tiny. I was really confused and then saw it was all across from the "incomplete" bridge.
Everything was getting backed up at the dumbbell interchange. I think it could do with some slip lanes to avoid cars going right waiting for the dumbbell to clear. But I spent way too much time trying to fix it and will probably just remove it and do a different interchange. It really wasn't working at all and seems like too much custom stuff to fix properly. I tried adding those and it made all the markings really confusing.
There are also some weird things going on with the lanes when it goes from 4 to 2 that caused all the cars to have to stop first.
