Upon further playthrough, I've found this mod conflicts with Recycle This
Using the Recycle order from that mod on an item will result in the pawn endlessly stuck on the job
Either way, having either of these mods will do the trick, just depends on whether you want to have recycling done through bills (this mod) or through orders (Recycle This).

Original Mod Description

Allows tailors to reclaim fabric from clothing. This is done based on the hitpoints of the apparel and the skill of the tailor. Highly skilled tailors will be able to reclaim more fabric and leather from tattered apparel. This replaces the 50% of stuff you would get back that is used in most salvage mods that simply set "smeltable" on apparel, which i find OP.

@Die40 & HyperSapien: Neither this, not other apparel recycling mods do this, I assume because of code limitations

@The Gaming Archaeologist: In the details tab it shows "clean" and "tainted" flags, both switch on by default.

@Storm - It works at least for vanilla materials, I dunno about any new materials added with 1.4

Finally, some questions of my own:

Since smelting has been nerfed down to 25% return from 50%, has the base value for this mod been ajducted accordingly? Also, as fabric can be reclaimed on any of the vanilla production areas (crafting spot, wooden machine table, electric machine table) is there a difference in the results for each?

For example, less rewards, for more effort on the lower tech options?

1.4 note, it errors with mechanoid crafters. Fix:
