Dynamic Reforms (ROLLBACK 1.0)

This mod rolls back to the old version without English numbers embedded into the reform tooltips, use this mod with any non-English languages until I can get some translation mods rolling.

Affects the cooldown between reforms for both player and AI.

Each reform delays your next one starting with 1 turn for the very first reform in each group, up to 7 turns for the elite dragon units, dependent on where it is in the reform tree. See screenshots for the layout.

Overall, each section of the tree takes 20% less time to fill out than Vanilla, equal to my Four Turn Reforms . This mod just provides an alternate, more dynamic way to obtaining your reforms by adjusting the cooldown after each selection.

Does not affect the initial 3 turn cooldown at the start of a campaign.

Also reduces Yellow Turban, Eight Princes, Mandate of Heaven YT, and A World Betrayed research time by a flat 20%. Don't use this with other mods (including mine) that adjust reform and research rates.
