If you are editing values yourself and still seeing no change then my guess is you are doing a scenario, which has its own file that will not be effected by this mod or manually editing the same file this mod overrides.

The important lines are the ones with "GROUND" and "SURFACE" in them. You will see a far smaller number instead of 999999999 in your copy. This is the number the world uses to state the total amount of Core Samples (for GROUND) and extractable Soil (for SURFACE) available across the entire planet.
The way it works is by altering the default startup file (i.e. replacing it with a version with modded numbers.) but that is only the default gameplay setup file. Presumably scenarios will have non default data in their own gameplay setup file that is not the same as the one this mod addresses. That being said this mod won't effect scenarios that supply there own planet/area data instead of referencing the default planet/area data in the game.
