I don't see the option to make on the small refinery, do I need to make the bigger one?

Ryzen 7 7700X 8-Core (16 Logical) @ 4.5GHz, AM5 socket 32GB DDR5 @ 4800MT NVidia RTX 3060 with 12GB VRAM Running the game on an M.2 NVME drive I'm getting extreme frame fluctuation, from 28-51 FPS in multiplayer without my friend even joining, and 40-120 FPS in singleplayer, though 45 becomes the average after I've built a single base. I figured with all the issues going around I'd drum up a small little troubleshooter to help out other players who might be crashing or getting a bug.
