I don't remember if this is possible. I remember when I made the free play portion of the scenario there were some settings I couldn't unlock due to the way scenarios are handled differently than regular games.

LOL, only in the screenshot. Pretty sure this was brought to my attention shortly after release and I fixed it in game, but was too lazy to go back and take a new screenshot.
It's been a while since I've done any modding, so I don't think I'm in a position to give good answers to the questions you may have. My suggestion would be to learn about modding from one of the online fan forums - my go-to when learning about things was the CivFanatics forum, which has a lot of good resources on the topic. Fair warning, it's a steep learning curve.
