Thank you for advice and as I know I never used any third party site for my steam, I only use it for steam website or steam app, nothing more. But I do use third party site to buy my steam wallet/credits tho, if that can actually the cause of it please let me know

Doesn't matter. Somebody has access to your account. I never understood why people "top up their wallet" instead of just buying the game they want, but that's besides the point: the hijacker was notified about the wallet, and he decided to use it for himself.
Steam isn't going to refund it; their policy is to ignore such things so they don't have to worry about people abusing support.
Luckily, after following up with Steam Support and asking for their help, they managed to refund the credits that were used. As for why I top up my Steam Wallet/credit, it’s mostly because I want to stop myself from buying games I don’t really need. I’m from SEA, and game prices here are astronomical sometimes a single game can cost half of our paycheck, depending on the salary.
Using Steam Wallet is kinda like having a second/third barrier that makes me think it more before buying a game.

Yep confirmed scam website in your names. IT is best if we do not say which one, as then we would be advertising it. You clearly used a scam trading site and this is how you got your
account phished or you bought this account from someone and did not know it.
Maybe that is why they don't know? This is a purchased account from someone else?

Okay thank you for checking the website, if I'm correct it was a website recommend by some online friend for some skin in dota when I used to play it religiously, as for the this account is purely mine, made it the first time I learn to play dota with my friends.
