Have to ask, why? If you don't want to use the tech, just swap it out for a different option once you get them. I haven't bothered with the breath tech for the Kazdra and Eld'uukar since I realized just how steep the hunger cost was, but it's also not hurting anything sitting in my inventory while I actually use other techs.
