I would advocate, if this manages to make in, that it uses the creator's own proposed stats, but also has a slight health penalty. Guaranteed mini-crits is a pretty big boost, *especially* for when you're capping a point or the like. Increased knockback would indeed make it easier for the enemy to push you away, but unless an enemy Demoman or Soldier is involved, I for one think that even that knockback vuln increase in and of itself doesn't offset the gun's advantage quite enough.
