I like the Creator's stats. Mini-crits when capping or defending. Basically, on the cart, on a point or taking the intel. Well...wearer cannot carry the intellegence breifcase. There.

Short, balanced stats:

Pros:
+25% Damage.
+2 Clip size.

Cons:
-15% Reload speed.

I favor the stats proposed by the gun's own creator: Guaranteed mini-crits while capping, defending a point, pushing a cart, or protecting intelligence, at the expense of increased knockback from damage.

I would advocate, if this manages to make in, that it uses the creator's own proposed stats, but also has a slight health penalty. Guaranteed mini-crits is a pretty big boost, *especially* for when you're capping a point or the like. Increased knockback would indeed make it easier for the enemy to push you away, but unless an enemy Demoman or Soldier is involved, I for one think that even that knockback vuln increase in and of itself doesn't offset the gun's advantage quite enough.
Why not make it a pump-action?

I agree with this especially since while carrying the intel the knockback could be an advantage for surfing away. Maybe change the name to make it fit this style more? Perhaps something fitting the whole capping/back capping style of it.

Maybe make it a family buisness for the scout (with accuracy instead of DPS)

+20% more accurate
+33% clip size
