exactly the same way as in vanilla. FU makes no changes whatsoever to that menu or its placement. You likely have the mod that adds additional sidebar actions, in which case you press the "hamburger" button (three lines) on the right side of the screen and access it there.

The Morphite Manipulator can be used replace the vanilla Matter Manipulator '(R)' by using the shift+click menu on the Personal Tricorder and moving it into the Matter Manipulator's slot, which in effect means it does not take up a slot on your toolbar.
