Penumbra-Shadow-Shadow Moon Biome Bees Are Not Spawning
Hi, I pretty much spent 5 6 hours in 15+ different planet (penumbra, shadow, lightless and shadow moons) but couldn't find any bees in this biomes. Is it intentionally extremely rare or is there some sort of progress block or bug going on?

They spawn just fine. The trick is that they get killed by harsher weather a lot of the time. They also rarely spawn when it isn't Night. Always-dark planets still have a day/night cycle

Oh I never thought they can die in their habitats because of environmental stuff. So do I need to put regulator in order to catch them before they die?

A regulator with light augment worked like a charm, just in case someone needs it.

You could also check the caves just below the surface. I caught my cyber bees that way.
