Not allowing crew members or ship ugrades
I started my playthrough and chose the hytol ship from frackin not vanilla, I tried to recruit a crew member and they said there is either too many crew members already or I need to upgrade my ship. I have no crew members and no ship upgrades. I went to the guy that sells the licenses to upgrade the ship and the item isn't available. I'm not sure what to do to grow my ship.

this is why you need to actually read in-game information. BYOS is directly explained in the Tricorder quests for BYOS. Please do them, and read the in-game lore we provide that tells all the rest of the information.
