Here’s a graph to show the first mechanic, keeping in mind that all damage in TF2 is rounded up

Right click activates charge (like the Charge'n targe)
Instead of fire, shoots steam
No afterburn
Steam lingers for 20 seconds, effectively limiting vision
Steam is 70% opaque, as to allow some vision
Stats:
-10% afterburn time
+airblast only needs 10 ammo instead of 20 (-50% airblast cost)
+When enough damage is done you can do a steam train charge (like demo shields) does 150 dmg average (because of the snowplow on the front)
- minus 10 health on wearer
- 10% slower weapon switch time
+ (cosmetic affect) steam train light can light up dark places on maps (meaning like a flashlight in real life)
Hopefully thats balanced! Hopefully this item will make it into tf2!

The more you use the fire, the higher it's pressure becomes. The higher the pressure, the less damage the flamethrower does. The higher the pressure, the greater the airblast force. At the highest pressure, the flamethrower does no damage, but still ignites, and airblast has 250% the standard knockback force.
Standard airblast force is -50%

Not a bad idea, but what use would it be?
The afterburn reduction could be a little higher. The lighting idea won't be added, certain props and parts of maps were designed or textured to keep lighting as is. Other than that, I like it.
As a side note, why do people sign their names on a comment? Makes no sense to me.

Actually, I think you'll find these are NOT better stats. These stats would make you a train. No, not metaphorically. It would make you a LITERAL train. You plow straight through enemies dealing massive damage at high speeds while taking reduced damage from everything. Unless you're gonna have majorly debilitating downgrades, not balanced. At. All.
