You don't, The workshop for tf2 is basically a "Brainstorm" place for ideas, and whichever are subscribed and upvoted the most, the item/map/mode will be placed into the game by the Creator (Gabe Newel). You can't "Download" from this workshop like other games, you just subscribe which things enjoy and want to see in-game, and see if it does. Simple.

No. Subscribing means you can join servers running this map quicker as it downloads the map, but not in a way where the client can play them (yet). The map workshop is still in beta and this will change in the future.

In the console, type "map ctf_haarp" and it should take you to it.
