i feel like portugal is a little overpowered mostly because the strategy of deleting your units and focusing on trade is way too easy, even on legendary. i feel like there should be a hard cap on portugese units.

im thinking of their army mostly consisting of trash levy units suppliminted by elite portugese units, kind of like spain when they conquered the aztecs. (the spanish army was mostly natives who hated the aztecs).
