The best I could do is use the difficulty modifiers to (theoretically) apply a global Zeal Bonus to Incite Riot. I will test that today.
But the size of the army is hardcoded, you need a fairly high level monk to get an actual decent revolt. Some other guy was saying he should just be going around one-shotting enemies with ikko revolts and its like LOL NO this game is supposed to be hard.
What's your main gripe, that the success chance is too low? Or the army too small? I cannot change the army size that spawns.
just the castle garrison was enough to kill the rebels
and they don’t want to give me military access for cheap.
i wish it gets easier after inciting the same province 20 times.
The size of the army depends on the level of incitement the monk has, as well as the size of the settlement.
The ability is for weakening them, not for steamrolling the map like you're The Spiffing Brit.
end of turn, garrison goes back to full strength.
where is the part of weakening??
what about its behaviour? maybe they should try to siege the castle just destroy farms and be a nuisance instead of suicide attack a castle that they can not take in 5 revolts.
or enable further incitement even when rebels are active in the province.
so i can incite 2 small stacks, they merge into a full stack and take the town.
i was so annoyed
my shinobi burned the castle gate for them, they attacked but still lost to the garrison spawned by the castle or whatever.
also in vanilla the upgrade for incite revolt is available at lvl 4
now it's locked behind 5 and 6, annoying.
