Hey guys, I've made a few minor adjustments.

Since a driver's experience level influences their pay, their potential garage productivity also changes with their experience level. I've arbitrarily set level 50 as the reference point.

I've also increased the penalty replay time from police patrols to 45 seconds (it was previously 25 seconds). We'll see if I keep it that way.
