Question/Suggestion. in Option 3 height, Does Height only affect sluices flow rates? and keep dams and Floodgates normal?
If it does not affect dams and Floodgates in option 3 would you be able to add another change so Dams and Floodgates have a proportional flow rate of 2.2 when set at x.65 respectively so more than 2.2 flow rate allowed when a double floodgate is set at 1.4 and less than 2.2 flow rate when set to 1.8 for example?
Trying to manage a water path on flat ground for example in Vanilla 2 dams can hold a water source path under 1 depth when depth on upstream and down stream is the same. But that same water path when the 2 dams are placed on a levee or over an edge so the water can fall more than 1 tile those 2 dams do not control the water level below 2. and effectively all we did was store more water upstream.
Because the Game "waterfall edge" the consistency of a dam is wildly different solely based on where its placed.

Sorry for the delay. For the height option it effects all edges. I don't believe this would effect the flow rate of sluices and dams. I haven't specifically looked into. But I think I will check it now.

The flow rate of a dam is effects
Effected by the number of outflows are off and edge. If there edges are waterfalls the total outdoor will be 6.6.

This mood only address flow limits when there is a change in z, out won't have an impact on flat ground.
