Tuning the AI Script
I'd like to suggest that instead of going straight for industries at the start of the game, the script looks to develop logging, agricultural, and mining resources where needed. I can do those pretty well in my nation, but I'm always seeing other countries just fail at getting enough wood for their economies.

Once those are developed, it can go for industry, but with a lighter and more diversified touch: I had 120 paper factories in France in 1866 and a severe sulfur and dye shortage as a result! :-)

theres no way to do that ive tried for hours. the paradox private ai just has broad modifiers ive done my best to get them to favor industry goods but its not good enough

im going to try changing it from using profitable factories to "INVESTMENT_PRICE_COMPENSATION_FACTOR" no idea what that does but ima see

now that ive delved into paradox modding a lil more i figured out how to make them do that so now they build alot of logging camps and some mines
