to get compliance as purist, you need to finish focus slave labour and set occupation on enslaving.

Also purists in the beginning of the game (before beat ncr) shouldnt build factories, the shoul steal factories from occupation lands (there will be lesson how to do it when you have your firs occupation zone)

Early game purist should put any conquered land on Dismantle Industry occupation, it will allow decisions to appear to strip states of their factories and turn them into offmap factories.

Then you want to change them over to enslaving(you have to unlock this option in the focus tree) to build compliance.

Once an area is up to 100% compliance switch it to exploitation.

But what you prefer, plasma or gauss? Ask because purists can choose between gauss abd plasma. reformers have only plazma
