At the moment the running theory is that the AI is trying to spawn units in the "Forbidden Zone" of the map and causing the game to freak out and crash, or there is a focus that is causing it.
Issue with that theory is it's random depending on the country, and it varies from nation to nation who is doing it, making it impossible to lock down.
If you have Across the Caribbean on, annex Chichen Itza and hope that fixes it.
Also try disabling AI and Fog of War and see if that helps
If not or you can't: My only option is to restart and hope it doesn't happen again.
If you want to go to a previous save and wait for the update here shortly It will be fixed.
If not WCE or BHS it's supposed to be whoever is there. I'm upodating here shortly a MINOR fix and what not, so I'll look into it.
Did you happen to catch what the event title was?
1 if that event was supposed to happened if both WCE and BHS were defeated
2 if 1 is true the why?

On Shady Sands: You need to complete the last Allied States Focus, the Conference one.
For wargoals: You sure you didn't choose Granite Doctrine? Because that sounds like Granite Doctrine.
I'll look into it tonight if its because of the update, however you don't need to go back an update that damn yellow triangle means nothing.

@BasicGeoduck841 Yeah It's more or less confirmed that it is the AI spawning units in the middle of nowhere. Vault found that out when filling out the map.
On Integrate Tribes: Seems to be working fin on my end, do you have the cps on hand, or do you have Focuses+ on?

During the Reformer route, when you manage to get to the "demote officer" and "demote scientists" option in the focus tree, I noticed that if you get there before the game begins the traitorous officers or scientists event that it bypasses the focuses, but for the scientists one specifically, it keeps the Enclave Scientists national spirit but also keeps the 'Elite' support for the national spirit.
Is there by chance anyway for this part of the national spirit to be removed when you bypass the focus? Makes trying to "reform the Enclave" a bit inconsistent when you have Elite supporting scientists around when you're playing as Granite.
Which confirms my theory its units spawning in the forbidden zone.
But ill look into it.
