Lowest Bidder National Focus
Why does it make the Production costs more expensive and also the equipment worse? Shouldn't it make the equipment cheaper and still better because even if its lowest bid, they still have to meet a certain quality standard (Which is often still very high in the US military.)

This is in reformists old world factories?

I think the reason is high level of bureaucracy and some corruption)

Yeah its for reformists, but still even high level bureaucracy and such shouldn't make terribly much sense with the equipment costing more while performing worse.

The old world factories focus tree is basically re-embracing the corrupt corporate structure of pre-War America. "Lowest bid" manufacturing does not actually select the cheapest and most effective product even in the real world, but whichever one paid off the relevant procurement committee members the best. The resulting maluses ingame are offset by the better stuff you can unlock through that path.

The only real reason to go for it is the various Power Armor stuff from what I understand?

More managed abd controlled. Basically heeding Eisenhower and seeing the destruction of the world as partly the blame of a runaway MIC.

I still think the Lowest Bidder Focus should be balanced out with a lower production cost at the expense of other aspects.
