Hey, saw your comment in the other comments section. Going to copy and paste it here so others can find this in the future.

You might have to Import again but uncheck the "Import Buildings". This will rebuild the "zone data" and maybe resolve the issue. You can do this as a test to see if that resolves it, since it will remove your created towns (if you made any).

You can also try turning off "Generate Distant Towns" in the Graphics Menu, this sometimes causes weird issues for whatever reason lol.

You can checkout This guide by Shidan on Corrupted Zone Data. It has a couple of other steps you can try if you are still unable to resolve it.

Hope this helps. Let me know if it still does it after doing some of the above. It tends to happen when you "Quick Load" while already in game (and then further saving on that QL). It can cause weird things to happen, try and quit to desktop before reloading (or just play "Ironman" style lol). Although, there could be a handful of different reasons for Infinite Loading.

Unfortunately i couldn't fix it. It has something to do with the mods from nexus regarding the optimization. After reinstalling with all the mods, it worked. After installing those from nexus, the problem reappeared.
