Actually.., from the time I discovered this mod and until start working on the localization, was providing information to unofficial Japanese community.
As far as I understand, summary of the function is described in this unofficial community, but if you translate all the detailed explanations on the Steam-side, I'm worried about over-capacities askings with Japanese.
and, General rule of thumb, Japanese peoples have no-problem with reading skills at the title-level, and I think that the Mod title name should be in English to maintain compatibility when searching mods for keywords.
I think we have the minimum necessary of information, but if you wish to have the full-text of this mod description localize, will reconsider if can handle it. Please contact me.

I checked the release version, but it seems that there is a problem with the char-code setting of the .yml file, the localize data is not activated.
According "vic3.paradoxwikis.com", this file specification is as follows.
When, tested this in my local environment, was able to confirm that this specification is correct, so please change the char-code of the release version "*japanese.yml" to utf-8 (BOM).

Regarding the localization files, I appreciate the help, I'll be sure to correct it. I'm planning on putting out a new version this weekend once I get some time, so I'll include the fixed encoding then.
