It's meant to be hard to find them. For example, the rebel leader Surteena is a thorn in the Empire and Federation's side. If they knew where the rebels were, they'd probably have wiped them out by now. So much like the "real" SW rebellion, they're hidden. Some of the bounties *do* give regions and hints though. For example, a bounty is out for the head of the Jedi Master you interact with on the Jedi Apprentice start. It says, "She was last spotted around (settlement I forget already)" which is not where she actually is, but she and her jedi conclave is semi-close to it. Another Bounty indicates that there's Mandalorians along the Leviathan Coast. So idk, I'm not a big bounty hunter in Kenshi, but honestly if you keep the bounties on ya and just explore you'll come into contact with many of the bounty holders. Since this is a mod and not actual Kenshi, we can't just look up where everything is. Like anyone can look up where Gorillo is still. He's still marked as a bounty in the mod too.

Also, anyone who has a bounty on them will have the Credit value above their name like with everyone else, so if you find one on accident, you're free to try and murk 'em. Last Bounty I'll impart to ya is that the "Researcher who betrayed both Federation and Empire" is found in a "Research Outpost" settlement near The Eye. He's chill, and is trying to figure out how to get everyone off the planet, because apparently there's an orbital array of defenses that prevents ships from leaving. But he's also worth a whole 10k Credits. Whew, lol.
