This is tied to the maximum speeds set for rancors in the FCS. Some races, humanoid or animal, just have far lower max speeds than others.
You can edit it yourself, it’s easy enough if you look up how to find the files.

The name of the mod is "UnknownRegionsAdventures" if by anychance you didnt know.

Unfortunately, I have no idea what else could be happening, then. This isn't a solution, but I guess you could verify if the mod folder for the game at least exists. It should be located in:
(your Steam installation)\steamapps\workshop\content\233860
If no addons you subscribe to ever show up here (as folders named after their workshop URL numbers), then something is certainly wrong, I just don't know what.
Yes, subscribing should make it download immediately, and update when possible. Is Steam perhaps pausing downloads when you have a game open? Otherwise, sometimes unsubscribing and re-subscribing fixes it.
Obviously you also need the Steam copy of the game installed, but that’s obvious.
But if there used to be a gamestart like this in an older version, I might be wrong.

If you mean a place to hand their bounties in such as a police station, the old Holy Nation as far as i know doesn't have any. What you have to do is make sure they have a bounty with the Galactic Empire and as long as they do you can put the bounty into any cage that is inside a Empire building. The "Moffs" usually have cages in their throne rooms. Be sure to save before doing so.
But if you are referring to the Wanted posters i think they can be found in some bars/travel supplies inventories.
I also like this addon that lets you craft the backpacks and other droid items.

I don’t know why it would be crashing, but I’ve had something similar happen in different mods in the past when I was missing a modded race, and I entered an area with an NPC whose body slider file tried to use it.
