I think I've got it. Go to the ini file you mentioned ant ctrl F for 'schematic'. It should bring you to a list mentioning disabled schematics. Delete literally all of it (dont forget the sneaky nade and medkit ones at the bottom) and save. You shouldnt need to move them into retained schematics or anything. When I did it, squadwide predator armor became a project for me again, so I think it should work for all of them.
