You can put it at the bottom of the section.
(I thought i saw this variable was added in the most recent version of the dedicated server, but I may have just put mine in by habit without thinking about it.)
You can find ThrustersNeedOpenSpace under the [SP, Creative] section.
Remove the # and change false to true.
You will need to test and make sure it works. If not, it may need to be added to the [MP, Survival] section to take effect. I am unsure as I do not use this particular option.
