All items in techtree are unlocked, but in constructor some items show locked
I have all the items in the tech tree unlocked, I want to build mining turrets on CV, in advanced constructor menu at the bottom of CV weapons there is a gold colored mining turret. I have everything I need to build it but there is a lock on it. I cant figure out how to unlock it

You need a schematic to unlock it.

Try running some POIs - the schematic is randomly dropped and will just say "encrypted schematic" - you can unencrypt it in a few ways: first way is at any UCH vessel the other is a device you place in your base called a Science Station. You can unencrypt for free via one of those devices as well.
