Are you playing on a server or singleplayer?
Validate files in Steam, and then start a new save game and try again.
Something is wrong with either Steam's download of the scenario, or your game install.
Try unsubscribing to the scenario, wait a few minutes, then resubscribe to it.
That should force Steam to redownload all the files.
Make a NEW save game with a NEW, unique save game name you haven't used before.
Of course just to double check you are selecting Reforged Eden and not Survival when you make a new game correct?
If that doesn't work then unfortunately there's nothing else I can think of to help you.
Unfortunately I have done that a few times at this point. I finally sort of got it working but have a question about Journey into the Unknown. Can I go from a different starting planet to one of the default ones to continue the quest? If not is there a way to skip it?
Can you open the PDA, go to the tutorial tab, and activate the Project Eden mission there to give yourself the guides. Then take a look at the SUPPORT guide in your inventory (red question mark icon) and tell me what build it says on the tooltip for that?

How *should* our starts look like (on medium difficulty settings)? With the 3 worlds I've tried (Akua (Easy Temperate), Uai (Medium Odd Temperate), and Ningues (Medium Snow)), both Akua and Ningues give me no control over the pod, and start me with the survival tool floating mid air and /sometimes/ I can find the flashlight on the ground. Only things in inventory are 2 info pamphlets, one from RE and the other presumably from the game devs, and the pods are non-lootable (despite the survival hint on Ningues' description specifically saying to loot the pod). Uai allowed control over the pod on descent, had a lootable pod (though nothing was in it), and had starter items (including the survival tool) in my inventory. Finally, despite each planet saying that there is carbon on the planets, I'm yet to find any carbon surface resources after exploring for multiple km.
Running any of them with the Creative option vs Survival, however, has a very different resource layout.
Game version is 1.9.14 build 4139, RE version is 1.9 build 48. OS is Windows 10 22H2 build 19045.3086.
I've tried unsubbing from the mod, wait for Steam to remove it (with game closed), resubbing, wait for Steam to install, restart the game.
(Edit 2: Oh, and I did try verifying game files, too.)
I've also tried unsubbing the mod & uninstalling the game, deleting what additional files I could find from the game in my appdata directory (are there other places it keeps files? I feel like it kept some of my setting changes after I completed this process anyway), clearing the Steam local game data cache, then reinstalled the game and resubbed the mod. <- Note that in doing this, it caused RE scenario to error every time I'd try to start a new world, but unsubbing and resubbing *again* fixed the error on start of the scenario, but not in how I'm experiencing my starts.
