I have been confused about the rival faction ever since it was added, because all it did was give you phi tech

After looking at the code it should do a lot more, but for some reason the events didn't get fired so I looked into all to mods I had enabled and realized that the rival faction is straight up disabled now I might be blind, but I couldn't find a mention of it being disabled.

I hope this can get resolved since some people play acot with acquisition of technologies by default and never know that the rival faction can actually do something other than just give you free phi tech
