Should Neverwinter be a Civ?
I mean, if you have "Kuo-toa village" as a city-state, Neverwinter's not really on the same level now, is it?

Here are my suggestions:

Leader: Nasher Alagondar
UA: Knight-Captain- Highest level hero gives off a +20% combat bonus to units in the surrounding tiles with a radius of 2. If there is a tie for the highest level, the higher combat strength hero gets the bonus.
UU: Neverwinter Nine- Replaces Paladin. Only 3 movement, but does not count as a mounted unit, and starts with a strength of 20, to gain 2 per level.
UU: Royal Guard- replaces Halberdier, 19 strength and a +30% bonus if fighting in the capital grounds.
Allowed Alignments: Good, good, and lawful good. What did you expect from Tyr's Holy City?
Starting Techs: Urban Planning, Warfare.

Cities: Neverwinter, Highcliff, Port Llast, Crossroad Keep, Fort Locke, Thundertee, West Harbor

Start Bias: Coast and River.


Don't get me wrong, this is a great mod. These are only suggestions.

I guess it really wouldn't be fair to Luskan if only Neverwinter got promoted to civ status..

So here goes: Luskan

Leader: Taerl, the first High Captain
UA: Arcane Brotherhood- Spellbooks provide double quantity, and +25% production when constructing Arcanists.
UU:High Captain-replaces Rogue. +2 gpt and +10% gold from trade routes, starts with amphibious promotion, melee unit, 13 strength to go up 1 per level
UB: Host tower of the Arcane- replaces Mage's guild, +4 science, +5 weave, +1 spellbooks.
Allowed Alignments: Evil or Neutral
Starting Techs: Stone working and Aincent lore

Cities: Luskan, Ember... I'll admit I'm not as proficient in Luskan Geography as I am with Neverwinter.

Start bias: Coast and River.
